Black-throated Accentor Prunella atrogularis
The Black-throated Accentor is native to Russia and Central Asia, wintering in India.
The photos were taken by Alexandra Makhnina in Kazakhstan.
Male and female have similar plumage but juveniles may not have the black throat.
It looks like the Brown Accentor plus a black throat; also both look a little like the Stripe-headed Sparrow of Central America.
