This is thought to be one of the Edwardsiana species of leafhopper. There are several sap-sucking leafhoppers in the Edwardsiana genus which have the same pale or strong yellow pattern, grow to 3-5mm long and are not possible to identify to species level by sight. (Some of the Alebra genus also look similar.)
