Imperial Lance Urchin Phyllacanthus imperialis

This is believed to be the Imperial Lance Urchin, also called the Pencil/Mine Sea Urchin (as are several others). It is native to the Indian and West Pacific Oceans and grows to some 10cm across. It preys on invertebrates and sponges at night and hides in coral reefs by day.
