The Cobalt-winged Parakeet has an orange "chin" but does not have the orange wing patch of the Orange-chinned Parakeet.
It has a pale yellow patch on its brow (larger than the tiny orange mark of the Orange-chinned)
and the nominal subspecies has mid-blue wingtips and centre tail feathers.
It has pretty, totally blue under-wings visible in flight, giving it its name.
All the above are the nominal subspecies of Cobalt-winged Parakeet
(B. c. cyanoptera), native to the north-western Amazon.
Gustav's (above) and the Blue-winged subspecies of Cobalt-winged Parakeet have a yellow leading edge to the wing (not always visible).
